How do we turn a vector image into this? every time I try it just does the background instead of vector png -- thanks for all the info, this is amazing!

You can use it as a background, border, text effect, etc. If you want to rework the pattern and save each as a pattern I would just make a copy of the base design and continue with the liquify tool. Make sure you have not switched to CMYK somehow. Filters will not work in CMYK and some only work in 8 bit.
