There is something wrong, every 4 or 5 ratchets turn you should able to turn a quarter turn on the red sleeve to go forward the bit into the blue PVC pipe, if you don't turn the red sleeve the bit never reaches the pipe to make a hole.

He was standing on the wrong side of the tool. He should have been pushing down instead of pulling up. Much better mechanical advantage to use body weight instead of arm muscles
