The reason why j. Cannon only ruled on the Special Council issue is for the purpose of delay. What she wants is to do is to wait for the appeals process to play out on the issue, and if Trump loses on that issue, then rule on the immunity issue. Then more months of delay for the appeals process to play out on that issue. Then dismiss the case on another issue. Theoretically, if she is really enchanted with Trump even if he loses the election, she can delay the issue for years and years and years. If she can find 50 reasons to dismiss the case, she can delay the trial for a century (OK, until Trump dies).
