This is a residential place and it is inhabited, Its just that you would rarely seen people walking along the streets since they're busy from work and I took this video in fall season which is cold weather.

People are busy from work. And usually on residential streets it's very often you can see people that are walking, most of them or us prefer to just bring a car.
