Their own true belief is that they want to stay in office. Any professed beliefs are in service of that. In high school debate you learn to argue either side of the issue, with the purpose being to win, even if you don't believe what you are professing. Then you go to law school and learn to do that for large amounts of money. The worst from law school go into politics. The country would be better if congressional votes were re-proportioned so that any STEM PhD's in congress together got twice the votes of the lawyers. You'd see a lot of states electing smart people with actual educations.
