That's extremely uncommon except on railroads that run their equipment infrequently enough that completely dry starts are a concern. The fuel pump will indeed run for 20 seconds or so, but once the engine lights off the oil pressure guage can be at zero for a maximum of 45 seconds before the mechanical governor shuts the engine down. It's not uncommon to wait around 10-20 seconds for oil pressure to start building at all.
