It would be better to fly to Exeter and then get the train to Plymouth. There are no planes from Newquay or Exeter to Plymouth. The train from Exeter to Plymouth takes 58 minutes
If you are flying in from HKG to London Heathrow (LHR) or Gatwick (LGW), then you are best off flying to Newquay and then using a hire car to get to Plymouth. There are direct flights from both LHR and LGW to Newquay, and it's not a long drive to Plymouth. FlyBe operate the Heathrow route and Eastern Airways operate the Gatwick route. IN the summer I believe British Airways also operate on the Heathrow route, but not as frequently as FlyBe. Exeter has no direct flights to London, so it's a non starter. You can take the train from London to Plymouth too (from London Paddington station, but you'll need to get a connecting train from Heathrow to Paddington first). It takes just under 4 hours on the fastest services. If you don't need a car when you get to Plymouth it makes sense, but otherwise you are better off flying to Newquay. The flights are usually cheaper than the train, and if you're going to hire a car anyway, it's much less hassle as well.
