I think it's because the loose horses are often still in or with the pack and trying to collect them can push them further into the pack. Now I agree when the loose horses are away from the pack they should be moved away maybe onto another part of the track(diverted) or collected by outriders to keep them away from the others. Would make things a bit safer possibly.

Like there’s nothing better than listening to people who lost money on racing be convinced the jockey was told to jump off or not win when really shit happens horses are not always in 110% health and jockeys lose their balance brings a smile to my face reading peoples comments trying to put the weight of their loss on someone else’s shoulders.
