I would recommend Undella bay in Unova as it's the best spot for Pay Day in the game overall. Make sure you have Munchlax as it's better than Meowth, GL.

I know that in unova it’s dragon spiral tower and kanto it’s island 3

Not a stupid question at all, if you want a dragonite with extreme speed he learns it upon evolution but if you have a dragonite and still dont see it you can relearn the move with mushrooms or heart scales. Yes! But the spot isnt as good as a shiny hunting spot since dratini has a x5 horde now, still great for payday though
