I don’t think so. The work would just be in the content clarity. That way you’ll have sieved out the low quality. Ensure a content that clearly calls out audience

I’m not sure about this but I can say that you should check your targeting and also the platforms your ad are showing. Strictly use Instagram not Facebook
My engagement campaign usually gets high cost per click... Even when I use video or flyer. I've also tried using engagement campaign on your ad, I got people but was charged hundred and something per click.
