This is what happens when you combine an already pretty easy map like Gone Fission Hydroplant with a low difficulty hazard.
A good showcase of how at top level Overfishing a big portion involves simply playing shifts to raise the hazard level to prevent shifts from looking like this (please don't make us restart at 40 every new rotation).
At mid to high level this tends to be less of a problem as the optimal hazard level for the team more often lies lower, since at some point the pace of the team is too low to handle the increase in spawns.
