You don't respond to a burg in progress without lights. You don't know if someone is trapped inside or something like that. You will usually respond with at least lights and siren if it is necessary.

Code 1 is no light/sirens Code 2 lights only Code 3 Lights and sirens I'm an emt and this is our codes. pretty sure they are the same everywhere else as well
