Unsanctioned psykers are psykers who are not in any official service to the imperium (navigators for ships, astropaths who send messages across the stars, sanctioned psykers who battle in the guard, etc.) and are not registered by any imperial organization therefore not officially given permission to use their powers. Also most psykers who run the trials to become space marines aren't even aware they have powers until later in their career as astartes. But being a psyker doesn't automatically increase your chances of becoming an astartes.

Most feudal worlds are literally just medieval-era settings where depending on how progressed the world is you either have a medieval-retro mashup style of civilization where people ride around on cars or enjoy the radio after a day's work of tilling the fields, or straight-up early century humans whose most advanced piece of technology is probably a catapult. Most feudal worlds don't even know or believe that space exists, and when imperial agents descend on their planet they think it's people from the heavens which more often than not is a common explanation for visiting space marines. Two examples of feudal world culture shock and how it differs from planet to planet: 1. In the novel Knights of Macragge, a member of the Ultramarines sent on a feudal world becomes injured and unconscious but is rescued by a healer. She is first and foremost shocked at the sheer size of the guy, but as a healer it was her duty to help anyone who needed it. When the marine awoke, he was amused that the healer was offering him an herbal drink. He explained that he was from Macragge, which is the home planet of the Ultramarines, but the healer knows it as a distant land in the south. When removing his armor, the healer assumes the body suit he's wearing under the armor is some kind of chainmail. The marine not wanting to deal with explaining technology, goes along with it rather amusingly. ‘This material, what is it? Some kind of chainmail?’ ‘Yes, chainmail. Finely wrought, by our master artisans.’ ‘Truly the south is a land of wonders…’ Cwen breathed, running her hand along the tight-fitting mesh. (after assessing the wound) ‘How are you even awake?’ Cwen whispered, but reached for her sharpest blade. It had a saw edge, and she hoped it would be strong enough to cut through the strange mesh. ‘I am from Macragge,’ said the stranger, as if that answered everything. ‘Now start cutting.’ 2. In the novel Brothers of the Snake, an advisor to a legislator of a feudal world which has a decent bit of technological advancement activates a distress beacon to call for space marine aid. When a lone space marine of the Iron Snakes chapter arrives, he has with him a land speeder, which is an anti-gravity vehicle. The advisor is no stranger to tanks or cars, but floating vehicles are new to her: 'What?' the giant asked. 'Why...' she began. 'Why what?' 'It has no legs or wheels, but it doesn't touch the ground.’ 'Skimmer technology. It's a speeder. Anti-grav.’ 'It floats?' 'Yes.’ He walked over to her until he was towering above her, face to face. 'Look, primary clerk, I think it would be best if you stayed here at the palace after all.’ 'I can't...' he trailed away and corrected himself. 'I won't have unnecessary distractions. You're unsettled even by my machinery. Culture shock, it's perfectly understandable. Stay here.’ 'No.’ she insisted. 'If the sight of my land speeder alarms you then, Throne knows what-' 'I'm fine.’ she said. 'I was merely... impressed. Skimmy technology. A marvel.’ 'It's skimmer. Skimmer technology.’

Riddle me this: Where are you going to get the equipment to outfit billions of Imperial Guardsmen? Where are you going to get the ships to transport them? How long do those ships take to get from Point A to Point B? Will they reach their destination before the Regiment is deployed to a different world? Will the order even make it to the Administratum? How long will it take the Administratum clerks to fill out the necessary paperwork to get the order out? Can the order even be filled? For us, on a single planet or even within the same country, these kinds of orders can take days, weeks, or even months to process, even for an organized military. Now imagine a setting where it can take _years_ to reach a destination under ideal circumstances, if not decades or centuries. To go back to the original point, you are going to give these men military-grade, mass produced weapons made to be as cheap and economical as possible from wherever you can scrounge them up from, and hopefully they'll live long enough to receive the next shipment of laspacks, let alone a bigger lasgun. Because logistics on a galactic scake is a RAGING bitch, even with FTL travel, because the speed of light isn't shit in galactic terms.

The reason Artificial Intelligence is outlawed because the Men of Iron ( the name for Artificial Intelligence ) turned against their creators in the distant past before the Age of Strife.

Understand Luetin09 is the warhammer guy he knows in my opinion all the lore one needs to know to understand the 40k universe and all it’s intricacies. Any questions you have about 40K or the universe he most likely has a video for that discusses it or brings it up. However I do not want to discourage watching other creators as the universe of 40k has many perspectives on lore and his is just one of many creators who know a bunch of lore but he is my go to 40k lore person.

Granted, feudal worlds are sort of uncommon. Compared to most of the Imperium planets which are "normal" worlds with up to date technology. Feudal Worlds do serve the Imperium of Mankind primarily through manpower. Although they do not have the most people, they tend to be of high-quality because they are toughed by their primitive lifestyle or untouched traditions. Many Space Marines tend to be from these worlds, and chapters tend to build their fortress-monasteries there. Moreover, since most of them are stuck in Medieval technology, they tend to have very good mounted riders. Take the Attilan Rough Riders from the feudal world of Attila. They literally are mounted riders that are obsolete even in our world, but Attilan Rough Riders are some of the best guardsmen in the Imperial Army. Finally, the tradition of feudal worlds creates some of the best talent in the Imperium through strong devotion that helps the Ecclesiarchy and the Adeptus Sororitas, emphasis on memorization and mental organization that helps in the Adeptus Administratum, or a militaristic mindset perfect for the Astra Militarum.
