So, Plague Knight's voice pack is taken from Skylanders character Pop Fizz?

Not quite. Pop Fizz' voice is only used in the one and only hyper, Sodalicous. Vat Summon and detonate uses Junkrat's voice. Rest is more likely custom or original.
