A counseling psychologist has a stronger focus on healthy individuals, who have fewer pathological mental problems. A clinical psychologist has a stronger focus on those with a psychosis or other serious mental illness.

No. As of now there is no regulatory body for counselling n industrial psychology. RCI is the only body at present which provides licensing to the Clinical psychologists.

Do MA in Clinical psychology and grab a diploma in counseling psychology. To be a clinical psychologist you need licence. If you do MA in counseling psychology you can't practice as clinical psychologist. Direct answer to your question is with clinical psychology degree you can be a counselor.
