Daaang, that's looking gorgeous! That brocade is lovely! With regards to the fringe living its own life, would it potentially be tamable with the help of some gentle masking/painters tape? Ie. laying it out for sewing and then taping the bottom edges of the fringe together to make it more... uniform? I reckon it'd also help it not tangle and go everywhere. :)
As somebody who started doing a Charlie cosplay that is supposed to be pretty simple and flatly colored but I added a bunch of embellishment and laces, thank you lol I hope someday we can get pictures together at a con!
