Every time I hear this call it makes me think of some far away jungle. But this is right here in the US. This is a male pileated woodpecker. The male has a red streak in the corner of his mouth. The female also has a streak in the corner of her mouth but it's black. He makes the call just one time at about 40 seconds into the video. For the rest of the video he just hangs out in the tree looking really cool.
