Depends on region, for area that are next to the river it’s annual event, because the flooded area are originally part of the river (designed to be flooded during rainy season) for normal city it occur once in a decade, but in recent years we have seen much adverse weather such as 600mm in less than 2 hour across a wide region, these have become kinda an annual event for inland low altitude area
