It's probably very likely he does. But technology being what it was back then and DNA in its infancy, they may have a hard time linking him to any unsolved/cold cases where he could be a suspect.

First of all, all local police have access to the federal database. There is no need for a federal grant to access it. It all comes down to the local law enforcement being unwilling to expend any of its own funds for cold cases in putting detectives on those cases. This should anger the citizens. Holding families hostage until they can acquire some federal grant to do the job they're supposed to do anyway is a disgrace.

DNA backlog. The backlog for processing DNA results will take years to clear up. Remember, DNA testing has only been mainstream for about 15 or so years. They have to test for all the DNA from the cold cases from the 1970s forward. That's like doing 70+ years worth of work in a short amount of time.

They went as far as the tecnology would allow back then The newest cases aways have priority over cold cases and the familly stopped making police inquirys. Over the decades everyone moved on. Police change jobs, move to different states and retire. This causes a lack of people who knew about the case. States can help us by requiring everyone to submit a DNA swab to apply for any license. We could close a lot more cold cases, reduce the number of unidentified remains, and virtually eliminate the concept of seral rape.
