Edwin Vargas, 24, is facing murder charges in two shootings in Philadelphia that resulted in four deaths. Authorities say Vargas also twice opened fire on his ex-girlfriend's house.

Yeah, that needs to change! Yes, the police are doing all they are “allowed” to do. It is not their fault! We tougher laws to enforce stronger penalties and sentences to help stop these criminals. They know there’s barely any consequences so they are more inclined to commit crime, repeat crime.
