Update: It feels like Maniac Garage might be an alias of an original composer since "Your Supper Time" is also confirmed to be by them according to the metadata of a blog post. Someone named "Pipe Binder" is credited in the metadata for the "Fairy Palaces" ringtone on the UN610.

The song is in fact a demo in a composer soundpack for which a licence can be purchased at an unknown company; then you can do whatever you want with the instruments and female voice samples. It was released in or before 2005 so it would be really hard to find nowadays. I asked LG where it comes from and they have no clues...
