If that record is true and he has violated procedure before to cover for this very president, then it stands to reason he would violate proper protocol again to do an action that could intimidate a well known rival candidate for the re-election of his favored candidate. There is no way to know if this was requested or his personal bias, but when events like the above have occurred, it would be foolish to discredit the assertion of potential corruption.
