Hitler was not a fascist. He was a National Socialist. Also, Garvey referred to himself as a Fascist. Even going so far as to say that Mussolini copied him which is interesting. His ideas would have been express politically as a form of fascism especially since he was against the left wing socialist and communists of his day. His leadership was characterized by right wing populism. It wasn't simply other peoples interpretation.
