This is Super Mario Bros: Time And Place. is a rom hack of Super Mario Bros. made by Leon Arnott. In this variation inspired by the “Time and Place” world from Braid, time stands still when Mario stands still and speeds up when Mario speeds up.

@@abrahamdoucette The newer ones, probably but (If I'm not mistaken) the old games which are out of licence are considered 'Abandonware' and are not illegal to download. The emulators are definitely not illegal but for most games, you should own a copy (in some form) of that game.

This mod could be done on every Mario game because a time freezing glitch like this already exist even in modern games like Mario 64, new mario bros and even Mario odyssey. The reason why this happened is because of a state when you collect a powerup, or make some other things, everything will be frozen for a few milliseconds. And since this is part of the game mechanics since the NES to now, a glitch or a mod can make that this state lasts longer and this will happen. Please like.

Mario does have a canon way of stopping time which is the Mario Stopwatch power up in SMB 2 thou it didn't reappear in the franchise since.

What I would do is jump up a bunch of times, each time throwing as many fireballs as I could, and do that until the screen is as covered as I could possibly get it, and then see what happens.

A lot of people in the comments are making JoJokes but this looks more like SuperHot than The World. SuperHot's time freeze is only when you stand still and unfreezes when you move. The World's time freeze freezes time for the longest ten seconds ever while monologuing about what you are about to do to somebody and then failing to do that and breaking your leg in the process.
