What about the poor people that couldn’t afford insurance when Dorian came through? We’re they able to rebuild? Are they occupying these rebuilds?

What is the REAL story on Marsh Harbour? I just watched another video showing how bad everything still is there with virtually no reconstruction. So which is it??? What's the truth?
