Please read the constitution: congress has no oversight - maybe [maybe] slim relief if state legislatures are able to post recall elections per their constitutions, but house and senate rules govern removal in each respective body - a simple vote, no evidence, nothing close to checks & balances. Congress, institutionally, is a trust [and top dog]... behaving as a lightweight mafia. Impeachment is for anyone in judicial or executive branch. As things stand, there's only pushback when congress is defective. A president might threaten to veto anything except a matter is taken up, and that won't happen with Taterhead in office. The house could refuse to take up a host of things the senate wants, but that means charting a course to push through a solid two months of media myrmidons screeching every day... until the bumper sticker slogan logic wears thin, at which point dems lose.
