Yes, and it does compete with movies. I was very impressed by how big-budged it looked for a TV series. We will have to see how this series turns out, but I'm enjoying it very much so far.

I thought she was a nerd who hacked stuff... On a floor, bunny slippers, PJ's and 12 external SSD hard drives. Each with a Profile OS that can be unplugged on call. She's already playing a meta game. She's a spy for some underground movement. Let her be what she is.

Arrow has zero super powers and still delivers the feel of a comic world so guess people want that, or at least a more Marvel CSI feel, or better yet feel more like NCSI since they are agents. Or heck Stargate SG1 would actually be the best comparison as far as been done right shows with a secret that's over the top that can actually compete with a movie. Stargate show could compete with Start trek movies and was on Sci-Fi. In other words people want it to compete with other shows at least.

I haven't seen the show yet but you know how you look at a peak and you think the acting is just awful? That's happening now... I know that once you know the characters any show feels normal and you don't notice things like that but hey I'm just saying...
