the problem is not system.. but the people. if people are honest, everything will work properly. not just tax, but roads, driving, govt. schools, farmer benefits, everything.. and thats the weakest link.. people.. and it India has a lot of these weak links.
The concept you explain in your example of A, B & C is ITC and not the refund concept. Refund is a completely different concept in gst. I think they are getting refund as they are exporting.

At 10:02 opening a GST a/c number needs Pan Card & the same pan card number is used to make GST number, it's a mandate. Not a choice. If all firms are in same locality & 23 firms have same pan no. then they must have same GST, hence online invoicing cannot be done. Try using tally , to. Make or even enter a single GST number with 2 companies. You will not be able to😅 first correct the basic information and come again. Just making and bringing news immediately doesn't mean one can give invaluable information online
This is called claiming bogus ITC i.e claiming ITC on good you never sold or just claim to be sold on paper... I learnt about this during my CA inter , even I thought that this is a loop hole to make easy money because the process seemed easy to initiate without getting caught 😂😂

Keep increasing taxes, complicate the system and this is bound to happen. Nobody wishes to giveaway their hard earned money to the govt. while receiving nothing in return. Until the taxes are reduced and the system is made more simple, this will keep happening. People will find loopholes.

According to the GST system, GST is paid by the customer. If the company manufactures or sells, then GST is charged on the sale, which has to be paid monthly. Then there is so much corruption, for this the system has to be fixed and the officer involved should be punished.
Contractor, supplier office mein khulle mein kehte hain tum GST katoge hum refund le aayenge. Ye single case nahi hai Tax chori ka. Govt ko iss par kuch bichar karna chahiye.

Hello sir I hope you do know when gst came in picture in 2017, either trasition from erstwhile vat or gst new registration did not mandate physical verification of premises. Bcz of this loophole, such industries were carrying on its biz. Its bcz of silly mistakes such as one transporter, putting vehicle number of 2 wheeler etc, these people get caught.
