Wrong! Many of the people who overfish are homeless, then selling their catch to make money to pay for gas to go further to overfish the areas. On the Big Island, we talk to many who are not from the Big Island, formerly from O'ahu, and they live down by the beach, constantly fishing 24/7. One night their friend drove up in a truck, opened his coolers, and came to sell menpachi in bags for $20. They rape the shores for 'opihi and a'ama crab, they net o'ama. DLNR needs to have more people who can control all this illegal fishing, and selling. Big Island is so big, and Maui as well, there aren't enough law enforcement to investigate. By the time someone shows up, the perpetrators are already gone. Many locals and Hawaiians know the rules, there was a kapu system, there were seasons when to get and not to get certain fish. Those fisherman you say are likely the biggest perps are the ones who obey and follow the rules, they look towards the future when the fish needs to grow to adult size to mate, catching them too young and small, you eliminate thousands of future fish for every juvenile they take. If anything these homeless can take whenever they want, are they invasive species, no limit, to'au, ta'ape, roi, lionfish. Leave the native species alone!
Do as I say not as I do, I've seen soooo many hawaiins take illegal fish, take fish during closed seasons, take fish outside size limits most people are respectful but let's not pretend there's only a few bad apples
