I think he also understands that the point of them not having all the interceptors already is because they want cops to earn them just like how they crowd funded within the pd to get Air 1.
I guess it was supposed to incentivize people to become cops, since there is quite the deficit in police personel. The problem is that RP riches won't incentivize OOC players to join the police force if the RP is not fun enough.
