My headcannon is. The headsman had hair. But it kept getting set on fire from the candles and also the wax kept getting caught in his hair. So he grew tired of trying to clean it. So he went bald.

Nice overview as usual :) About Rain of blows: You may want to double check Rain of Blows, as you might be mixing it up in your memory with Berserk (which grants you +2 Attacks when charging rather than the normal +1): RoB makes the Fight action Simple rather than Basic, so it is essentially the same as Fast shot but for melee attacks. About Stimm Slug Stash: I think of it mainly as a 'once-per-game' +2 Movement buff to facilitate the Alpha strike and maybe help your CC fighter to survive the enemy retaliation after he charged in and hopefully chopped up a high value enemy target.
