it was very clear. the president does a lot for show, the military and intelligence services control the presidents day to day and the various bureaucrats and militants (military and police etc.) craft and execute policies. this is normal throughout the world.

he's explaining the workings within the state. if you listen close theres a lot thats revealed -- the rule of unelected officials and the powerlessness of the president qua those who control and guard his movements. further if you know more you will see that there is lots of room for influence from the us africom, the police who have their heads and brigades trained by british, american, and insraeli people and so much more. you can even see documents from the national security and advisory council which outline the leeway they can take and the iron grip that they feel they must hold on public sentiment and opposition to the ruling regime.
