I'm pretty sure Senator Armstrong is supposed to be that strong naturally, while the nanomachines just protect him from damage.

supposedly, metal gar rising was originally gonna tell the story of raiden rescuing Sunny (thus explaning her sudden presence in MGS4 as possibly why raiden became a cyborg ninja) but then the game's development hit some snags and then Platinim took over development. So I wouldn't say the game was always intended to not be very serious and a bit silly, I msotly attribute that to the change in dev companies.

Yeah it was initially going to be a lot more metal gear like based on reveal preview footage just with Raiden and the ability to cut pretty much anything. Stealth was still shown to be highly optimal, just integrated into the hack and slash gameplay with like cutting entire support pillars just to bisect an enemy soldier. Apparently the original team just didn't know how to integrate stuff well and Kojima came back in and wondered what the fuck was so wrong and through some shenanigans Platinum got involved and so they collaborated and ending up making a completely different game that to this day is still remembered fondly over Baypnetta 3 which came out like only over a year ago despite also being a Platinum game. Because MGR is still fun to play even at its worst moments and it's story is memorable and enjoyable even at its dumbest Kojimisms by comparison.

The "fighting the same boss multiple times" thing is a recurring trend in Platinum game's... games The best example is bayonetta 1 where you fight 3 lesser versions of bosses in succession

By the time Metal gear solid 4 had Been out for a while Raiden was now seen as the coolest character in metal gear to most people. This game was exactly what fans wanted so I don't know why people say it didn't do well on release. It sold 6,550,000 copies it its first 2 years.

I feel like there were several instances where Makari was ranting menacingly at me, but I was too mesmerised watching the little dragon in the botton right corner dance for nearly 40 minutes to really listen.

It is not a bad take that the actual story and social commentary are good. its just that the delivery is kinda nutty and everything else was so great that its overshadowed so you look like an overintellectualizing nerd for thinking about it too hard
