Lubavicher don't refuse to use Ivrit in everyday conversation as do Haredim. It would be therefore Hebrew. However it is possible that the L Rebbe might struggle with words like nuclear weapon and electricity for which there is no equivalent, clearly in biblical Hebrew... he might revert to English for these words. The whole point of the English conversation in the clip was it was for the cameras and the US and UK public.
Menachem Begin's English is nearly perfectly mid Atlantic.. you would not take him for a product of Mitte Europa listening to it. For the record M B would have had a good knowledge of Polish, Yiddish but possibly only spoken Yiddish, Biblical Hebrew, Russian, Ivrit.. ie Modern Ivrit, English , which you can hear is perfect ... a true renaissance man.
