Same issue happened. Every time before reaching threshhold amount do manual payment otherwise they will go in processing. Wierd issue but paying manually before reaching threshhold fixed the issue.

Secondly, Yes Manually pay now karne se account starts to spend again but since you are planning to spend 25K Daily, you can contact facebook to give you Monthly billing. That's a good option. sir aap ne jo bola na last me ke new ad account spend nahi karta hai sir mene bi 2 days phele new banaye tha mera bi same problem hora tha wo spend nahi karra tha fir mene jabi payment kiye tha to start hogaye
ritu chacha how did you used same pixel id from previous ads account to new ads account do let me know pls and for interval of 12hr that happened on FB is because your account might have never processed payment before cause for me once 4956 x 2/3/4 it doesn't stop spending my money, only once ads spend is increasing x5 or higher then it will charged me as soon it can in term on date your recurring date bill is drawn on.
found the thing in pixel i have add adsets but in shopify the new pixel i can't edit cause that where i can anything. my case is different have 2 shopify account and i moved from one to another cause of name i had given in shopify shop URL name that it, and needed to change catalog too .any clue how to do use previous facebook pixel even though been using from past 3 month but my older FB pixel was more than 2 yr old and had tons of audience created which i have edited and moved to newer pixel though. so may be it not that needed but would like to know
