He lost his faith in fighting against them, but he decided to bring up an opponent that does the same thing he did, and set him up so he could not just be a worthy opponent, but also the one who will bring down Desperado, the one Jetstream Sam could never be.

that's kinda the point of the character: he's one of the millions of soldier who fight blindly for an ideal that doesn't exist, brainwashed by the higher ups who benefit from it, who will die for it and be swept away by the storm of time and ultimately forgotten
