The second part of the fight with Armstrong (when you don't have a sword) cannot be completed more quickly without taking damage. Even if you attack him, you still need to wait for him to use his "ultimate" attack, which will not count as a hit for the No Damage. Attacking him doesn't speed this up.
If you attack him and bring down his health to about 99 or less, and then he hits you, then you can occasionally advance to the third and last phase of the fight. However, his hit will count as a hit, preventing the No Damage bonus.
Long story short: whether you just evade or you attack and evade, if you want the No Damage bonus you must wait for him to use his attack.
Against MG Excelsus and Armstrong (phase 3) I slash the enemies in Slow Blade Mode repeatedly: this is not to deal damage, but to get a high Hits combo, necessary to achieve the max result and therefore making the S Rank easier. Hit combo for max score (2,000 BP) for MG Excelsus is 80; for Armstrong it's 100.
