Metro expands plan to crack down on lingering passengers with constant classical music 

This is targeting homeless people, specifically those that are unruly and mentally ill. They are the main offenders on LA Metro, thanks to the large proximity of homeless living in Downtown. On legitimate job applications, there needs to be a permanent residence attached. This is largely to do with taxes. However, this stops many homeless people from just "getting a job" as many businesses (especially corporate ones, like a McDonald's franchise) will not accept applications from those with a dubious address listed. Even hotels where some may be living usually aren't acceptable, as it isn't officially a residential address. Of course this is assuming someone doesn't have a record, or an active warrant, or isn't on the sex offender registry, or isn't an addict, etc. Many are homeless for a reason, and for many with functioning brains its because it's a lot easier to remain homeless instead of attempting to return to society, often completely alone with no financial help.

Mostly hide inside open doors and gates of apartment buildings as those tenants walking their dog and don't look back to see it close.

Homeless on the LA Metro is noticeably down. Have you used it? I have and it's much better than a year ago.
