No he won't. He doesn't have gimmicks like yoshi does to have the potential. Mewtwo is pretty linear. You just have to put a ton more effort in Mewtwo for him to play decent compared to your opponent's top tiers - not move up the tier list. He needs some fixing before he ever gets to move up.
Djc characters have a higher skill ceiling than are given credit for, it has to do with the fact that most are low tiers and even at the highest tournament level, players like Armada hardly abused these things with peach. I can imagine Amsa's Yoshi being the best user of the potential of djc.
