If you don't want Canada to get copper then put in an export tax....otherwise its not up to you to decide where the copper goes. As to why it requires assistance...because its not fiscally a safe bet to invest in a mine that is not in use. So if you lend us money we will open the mine. We will employ people. We will risk our funds right next to state funds in order to benefit us both. Now if they wanted to some revenue sharing agreement, they could have argued for that....but they didn't. I would say fund them with a clawback for X number of years and then after Y number of years if the mine is still extremely lucritive then have the mine profit share. So on the front end the state shares risk...in the middle the mine gets all of the risk and all of the reward, then on the backend they share the reward.
