Nope, sorry. That's Mantan Moreland, better known as Charlie Chan's assistant Birmingham Brown. He's even reprising one of his probably vaudeville bits here.
Yeah Mantan Moreland and Ben Carter did "incomplete sentence" aka "indefinite talk," including in Charlie Chan movies, and before that Miller and Lyles did it. Miller long outlived Lyles, and Miller also did the bit with Scatman Crothers.
