@@CherrysGuy32 He's just saying that to demonstrate his capability as a government agent, but I don't doubt his ruthlessness either. If anything, I'm surprised Toreno kept his promise to CJ, though I think at that point Toreno knows how reliable CJ is and probably wants to do further business with him again in the future.
Mike Toreno, a character that seems to be based on a sort of 1980s Republican CIA agent with a lot of power just asks a common hood to hijack a jet, and many more hilarious things lol. My favourite character in all the series', it'd be nice to see him again.
@Spiros Pa No reason they can't link them, however, in terms of Toreno? James Woods as good as he is, is apparently notoriously difficult, I think they said Ray Liotta was as well, so, even if it only took an hour of work it might be difficult to get the same voice actors back.

That "common hood" could destroy a syndicate he was working on, and could've killed him if it wasn't his "double" on that helicopter. I can see why CJ is interesting for him.
When you realize what Toreno is, it puts that final act into a whole different context. He is a ruthless agent; he's used to the usual cycle of pumping and dumping dictators, contacts, spies and double agents, even his own 'colleagues,' using them like tools and nothing more. He had no obligation to help CJ at this point; no more use and no more missions to assign, and now CJ was nothing more than a loose end to tie up. He doesn't tie him up. Seemingly out of the blue, he follows through. He respects CJ's wish and has Sweet released, and when CJ bites the bait to do MORE dangerous work for him like an eager-eyed lapdog, he doesn't reel CJ in -- he cuts him loose. No more strings attached. He definitely could've done something here, but there was something more to him that had him let CJ go. That is the greatest act of kindness someone like Toreno is capable of. He went against his nature and instinct as a CIA agent, acting with at least a hint of honor and compassion. For any other character this would be the bare minimum reward. For Toreno it is an affront to everything he stood for as a manipulative agent, no doubt because he respected or genuinely liked CJ that much.
Toreno is basically a more honorable Tenpenny. Both essentially play the same game (i.e. their method of policing is to pit bad guys against other bad guys and, unfortunately, good guys sometimes get killed in their crossfire), but the main difference is that Toreno actually honors the deals he makes (he makes good on getting Sweet released from jail) and isn't so paranoid about being found out that he whacks his helpers as soon as their usefulness to him ends.
To be fair the guy in question has broke into a high security military base and an amphibious assault ship, killed every single highly trained guard that was in his way and escaped after being chased down with jets and missiles. Gonna be a bit difficult for Toreno to have him killed.
@@TheVulturisToreno most likely knew having someone like CJ wanting you dead is a 100% certain way to get yourself killed. If betraying and killing him are out of questions to tie up the loose end, keeping your part of the deal is the much better way to go.
Toreno also mentioned how CJ’s work pissed off a lot of people nationally/internationally. He likely went out of his way to make sure none of that heat lead back to CJ

Carl owes so much from Cesar Vialpando, Wu Zi Mu, and Mike Toreno. the only people who kept their word and never stab people’s backs or tie up loose ends throughout the storyline. sure they made crimes, but they were never corrupted with power whereas with the likes of Frank Tenpenny, Big Smoke, and Salvatore Leone.

I don't know about Toreno. He is awesome but he made Carl do some pretty fucked up agent 007 type shit and all he got was his annoying ass brother out of prison. At least he should have given him more rewards for all those suicidal missions he completed.

@@vic8695 Agent 14 is an absolute joke. Rackman, eh, has her times, and was pretty much the only one that didn't get caught, aside from being much more professional than her partner. And about ULP, it seems to me they kinda wanted to make him GTA IV's Toreno, but less charismatic. They kinda realized it and made it a side-side-side character in V's storyline, so much that killing him affected the storyline in no particular way. Then they de-canonized his death for the Online heists. But seriously, Toreno is way ahead of all these by far. And James Woods nailed the role and mystique of the character: you kinda know who ULP, Rackman and 14 are, their associates and exactly what they do. Toreno is as ominous as it gets. Hell, he could have been bullshitting you about the "agents watching all over [him]" and you wouldn't know until he put Sweet outta the joint and realized he's the real deal. You don't know who he is, and perhaps Mike Toreno may not be his real name, and you wouldn't know unlike ULP and A14.
After gta sa Mike Torino just disappear from the entire GTA saga, i always found it strange, he looks like such a interesting and important character, he is like the Gman of san andreas. I honestly don't mind if they would put more missions that we would do for him.

The fact that Toreno kept his promise about releasing Sweet in the end surely motivates me to believe that he is a man of his word. Also, Sweet was important to Toreno as a bargaining chip to make sure CJ does his dirty work, so I suppose he would infact go that far to make sure nothing happens to the brother in prison. Toreno is a great character.
When I was younger none of what Toreno said made sense to me, tbh. After reading a lot about CIA covert operations this past few years, Toreno's cutscenes hit a lot different.
In the beginning, Toreno was doubting Carl, wondering if he could do all the batshit crazy missions he assigned. But by the end, he had full confidence, and almost had a Comrade like friendship with Carl, he knows that Carl and him are equals in the battlefield.
3:03 "You know, I try to set bad people on other bad people. And sometimes I let good guys die." And with his final errand for CJ, he released Sweet. He knows they'll hunt down Big Smoke and Tenpenny. Eliminating the drug lords in Los Santos. Another problem solved for the government. A true mastermind.
My favorite character in GTA's history and my favorite relationship in GTA's history. James Woods nailed it and the dialogue written is utterly fantastic. I love that they didn't take this in a typical GTA story arc. Where someone dangles a GTA protagonist and makes him do as he pleases. Then, eventually, you get into a showdown with him and kill him. Toreno's respect for CJ actually grew as their relationship went on. Example being 6:18 when he sneaks up and actually ask CJ what his take on the situation is. A guy who knows everything about EVERYTHING. Yet, he valued CJ's opinion in that moment. Toreno even wound up being somewhat of a mentor by knocking some sense into him. He was paramount in CJ's character development, IMO. 1st half of the story CJ vs 2nd half (post Toreno) of the story CJ is very different and much more mature. The fact that they also had him wind up being a truly good person and a man of his word is so unlike the GTA series and just fantastic. Just about the only heartwarming moment in the series. Everything here is just fantastic. It's funny, it's intriguing, it's exciting, it's intelligent, it's heartwarming... perfect shit man. You could make a film around CJ and Toreno.

Toreno, the most ominous character in GTA series, he's too casual about everything while dealing with international scares, definitely the most dangerous one in the entire series.

Toreno is probably the most mysterious character in GTA series. I could never figure out if he was a real CIA agent or just a drug dealer pretending to be one.
I think he was actually 100% both. The dealing wasn’t just a cover for funding proxy wars but regardless after CJ took it down he saw how capable CJ was and figured he could use CJ instead of killing him as he respected CJ’s talent.
I’d say U. L. Paper is even more so. You don’t even learn his name in GTA IV or what agency he works for, just that he needs favors and will help Niko find who he’s looking for…
Love the inclusion of Mike Toreno in the game. The game is about the story of CJ, a Los Santos gangster, but the moment you step out and meet him, he makes you remember that whatever your story is, you're just somebody who lives or works in this state, along with the rest of us. He reminds you on why the game is titled GTA San Andreas.
Ever since I found out Mike Toreno is voiced by James Woods and Steven Ogg played Trevor Philips, I can’t get Hades and Professor Venomous out of my head when I hear them both speak 💀

The best thing about Toreno is that he was clearly using CJ for his own benefit and he could easily screw CJ over but he doesn’t he sticks to his word and get Sweet released.

2:04 was always terrifying to me. He suggest he use a partner and you know CJ thought of Ceaser but didn’t want him involved only for Toreno to involve him anyway. Plus how does he know about him and his CJs sister? Made him seem powerfully creepy and calculated
He’s a great character very underrated by the way maybe one day we’ll see him or have a reference of him on GTA six maybe he’ll be a retired government agent showing how the couple on the six game will do it how to steal government stuff😅
Toreno surprised me in that he does not betray CJ. He actually tells the truth and keeps his word helping CJ in trade for CJ working for the government under the table lol.

Missions from this guy was a total pain in the a**! But the rewards in the end, after damn worth it! Mimicking Pilot 'Prepared to be vaporized!' 🤣🤣🤣 I still laugh at that. Toreno was one of the best side characters in the game besides Woozie, Cesar and the others that became Carl's new allies after Ryder and Smoke turned their backs against him and Sweet.
Torreno is the darkest character of the entertainment history. He's a prove that GTA San Andreas is miles ahead of GTA IV, Red Dead Redemption II and Max Payne 3 which are the best of Rockstar Games too.
Imagine If Rockstar resumes it's The Agent project. An espionage open World game set in late 70s cold war era.. showing Mike Toreno as a rookie.. Wouldn't that be awesome 🤩🤩

But if I was to make an origin story I would've made 3 GTAs, or one gta with 2 expansion parts with 3 different protagonists (as per the cities) in LS stories, I would've made A Ballas guy a protagonist:- the man who killed CJ's mom.. a man who is compelled to join Ballas to repay the debts of a loan shark. For SF, T-Bone Mendez.. Story of how he rises and join forces with Jizzy to power For LV, someone from the traids, on how he works for Woozie and origins of the casino issues in LV
6:30 makes it explicitly clear he's CIA, making fun of how CIA does all the clandestine arms deals and how they knock over elections in favor of controllable dictators
My favorite GTA character, dude is literally a corrupt agent but still tells more truth than any other character and helps you out. 2nd has to be Wu Zi.
Toreno's character is so interesting when you think about the real history this game is based on. The CIA were heavily involved in the drug trade and other criminal shit in the US in the 80s and 90s for a variety of reasons, and CJ is a pawn in it for them. After this game it was a staple of GTA stories for the protagonist to work for a shady high level government guy, but Toreno is far more based in reality. Even Tenpenny is clearly based on the Rampart Scandal, this game is full of social messages.
