Jirai kei is a subculture which includes a specific fashion. Think about goth or scene. There are common personality traits among the people involved, but there is also a connecting fashion between them all.

Jirai translates to landmine, but really it means "Attractive crazy". A jirai girl is a girl that gives off red flags. Emotionally unstable, possessive, jealous, clingy, "i can fix her" vibes. It's similar to the western trope of "big tiddy goth gf", attraction to crazy. "Jiraikei" is a fashion genre that emulates the "crazy girlfriend" look. This is in concept, similar to the "heroin chic" fad of the 90's, attraction to crazy. Specifically, Jiraikei takes elements of Mass production fashion*(normie otaku), Lolita fashion (juvenile innocence), Goth fashion (darkness), Scene fashion (emotional instability). The idea is to create a look of "normal with hints of crazy". (*)”Mass Production fashion” 量産ファッション doesn't mean actually wearing Mass brands. It's a different genre of fashion referring to the girly look worn by female fans of male idols at concerts. Generally these otakus would "dress up" to look good for the occasion, as if they were going on a date. But when you got 20,000 girls primped up for a date, it suddenly looked less like a special occasion and more like an assembly line, and this became "normie otaku" fashion. Both Normie and Jirai are parts of the "girlfriend on a date" look. Noel's casual outfit is Normie, Matsuri's casual is Jirai.
