What do you mean that if you don't give licence they will still go ahead and mine. So who are the people you claim you are prosecuting? After all everyone can gain a licence bcos if you don't issue one we can still go ahead and mine. Mr. Man with all due respect process what you say before you spew your stupidity. How will you feel if all agencies are issuing licence without applicants meeting some basic standards and requirements. How will you feel if for example GMA closes its eye on quack doctors simply bcos these quack doctors have simply obtained their degrees and so there is no need to ensure they stay within their professional codes of conducts and ethics.
