The water in the crankcase could be from the water pump, they were known for doing that and many guys thought it was the heads. The shifter had play like that from the factory, that’s the way they were designed.
Those style molines have to have some play in steering for the power steering to work right but if the hydraulic pump is bad or not turning you'll have no power steering at all
