The beat/music is Diana Ross' "I'm Coming Out" song. The only thing that is original is the words. Biggie, Pac, Puff, were some of the first that stole "sampled" old school music and most today don't realize it. Almost every time you play famous rap songs from mid 90s to today, they stole "sampled" old school music. Even Will Smith stole "sampled" the beat/music from for "Gettin' Jiggy With It" from the Sister Sledge song "He's the greatest dancer". Sort of makes them not quite original. If you really like beat/music in rap song try googling "what song is music from on blank's song?".

But Dre has so many because he made West Coast rap large with NWA and Snoop. You should watch Straight Outta Compton, it will explain why Dre so big. Oh, and 2Pac has more than Biggie and Dre, and Biggie and Pac are comparable. It's the west coast population and reach.
