Overly simplified solution. We need more community clubs and resources. These kids kill each other because they do not see each other as human. They also lack conflict resolution skills. Clubs work. Look up the non profit Community Renewal out of Shreveport, LA.

Nurture over nature: enviornment matters. Our COUNTRY has been into welfare programs for going on a century I think.The military has been the highest expenditure. Think about it.
