No, it's not forbidden, you CAN slaughter them for meat, they just don't have a lot of meat on them so people who raise birds for meat would never raise them for that purpose. Very inefficient.
Supporting the practice of dubbing is unethical. Amputating the healthy body parts of a healthy animal can't be justified. It's unfortunate to see this practice still being normalized in the US. We really are behind on progress for animal rights in this country.
