Raj Dabholkar this is all I could think of as to why. They could maybe have a/an (intellectual) disability in some way that gives them a weird-sounding laugh. Also how loud they are and how their laughing is longer than the majority of the crowd. Sometimes there is sections in the front of venues for people with various disabilities, so whoever it is could be closer to the mic. That is literally all the ideas I have. Or they just have a weird laugh lol!
