I assume you’re talking about Florida’s protection of Goliath groupers, which no longer is true since you can apply for a permit and buy one to hunt a Goliath grouper, but I’m guessing this guy is most likely doing this in the Bahamas or has a permit.
Would only be doing it because grouper are known to attack humans if they're being territorial. Would be to poke it away and nothing else. Neither of them are lining up shots

I assume you are talking about Florida, and Florida has recently started allowing Goliath groupers to be hunted if you have a permit which you can buy. But I’m pretty sure the guy here is doing this in the Bahamas, or in Florida with a permit.
It’s actually the opposite, with a hook and rod you’ll have the fish suffocating to death in a slow painful manner that makes somewhere around 20-30 minutes, as opposed to a spear which makes the fish bleed out quick and die really fast.

Firstly, no, its NOT illegal to kill these fish. Killing it will probably have you severely looked down upon, but youre not getting any fines or jail time. Secondly, its still probably best not to if you enjoy having your limbs. That thing'll have you amputating your legs faster than you could spear it.
